Here's what I think the strategy is for the NCAA...
I think the NCAA will go along absorbing liability. Meanwhile, I expect they're working with schools to try to get a federal legislative solution in place. And I think that is becoming more likely, as the impact of the House settlement (and other future issues) is going to be really significant.
Then, like a corporate entity that has been loaded up with toxic liabilities, the NCAA will be bankrupted and shut down. It will pay out little if any of these commitments.
You might ask - why would execs at the NCAA agree to this plan? Because 1) the writing is on the wall - it is really only a matter of time and the can kicking phase of this is drawing to a close, and 2) at the most senior level they are undoubtedly buddies with people at the conferences and schools. And I bet they're being told they will be taken care of if they do the conferences and schools a solid here.
